Dire economic straits have forced many Madison Countians to swallow their pride and ask for government help for the first time.
The Madison County Department of Family and Children Service office reports not only seeing more faces, but new faces this year.
“It’s not just an increase in volume,” Madison County DFCS director Lisa Plank said. “These are people who have never had to come to DFCS before. People have never had to ask for this kind of assistance before.”
The number of Madison County families on food stamps has increased by nearly 200 families this year, according to Plank.
Madison County reported that, as of October, 1,217 county families were using food stamps.
There are also more Madison Countians on family Medicaid (138 more cases) and adult blind and disabled Medicaid (43 more cases). The DFCS office is also handling 15 more childcare cases than last year.
Businesses and plants closing have certainly affected the DFCS caseload.
Many Madison County workers have lost benefits, like insurance.
“That’s almost more of a crisis for them than losing that income is losing that coverage for them and their children,” Plank said.
Asking for aid for the first time is not an easy thing for these people to do, according to Plank. Those applicants aren’t familiar with the process and often get defensive about their plight.
“Folks are embarrassed with having to come, so that puts their guard up,” she said.
Making the situation tougher is that being out of work doesn’t automatically insure assistance, either.
The county DFCS office — in compliance with federal guidelines — must also take into account property ownership and other finances before extending aid.
“The first month after you lose your job, you may not be eligible for assistance,” Plank explained. “We take a lot of time talking to folks about that.”
For example, Plank tells the hard-luck story of a man who recently lost his job and can no longer provide health coverage to his ailing wife.
But they’re not eligible for aid through the DFCS yet.
“How is she going to get treatment? So we spend a lot of time trying to find referrals,” Plank said.
Madison County DFCS chairman Gary Locke said there seems to be a “hole in the system.”
“If we’re talking in terms of these people losing their jobs and they’re not eligible, I mean they still get hungry,” Locke said.
Board member Ann Stone said people could easily find themselves in that situation.
“Just think, if you lost your job or your pension,” board member Ann Stone said. “It doesn’t matter where you live or what you have.”
The caseload is likely to only increase at Madison County DFCS.
Unemployment benefits are now starting to run out for those who lost their jobs in June, July and August.
“As folks start to lose their unemployment benefit, then we’re going to see an increase,” Plank said.
She did note, however, that the President Bush signed an extension for unemployment.
But unless the economy rebounds, this year might pale in comparison to next year for DFCS workers.
“Next year, at this time, if there isn’t a change, I see an even larger increase in our applications and people receiving our services,” Plank said.
SOME GOOD NEWS: COUNTY DFCS WELL WITHIN BUDGET
With the economy ailing, the Madison County DFCS appears to be keeping its spending in check.
With 91.6 percent of the fiscal year complete, the county DFCS office has spent just 62.2 percent of its budget.
“We are operating well within our allotment for county money,” Plank said.
At the very least, if they WERE people who voted for less government and are now relying on it, then how about saying "welcome to the fold, brother" "glad we could help you out sister" instead of sniping at them in their time of need...
People can stereotype all day long but in the end we all may be in a situation where we just can't afford insurance and that would be a perfect time to re-organize our insurance companies and pharmacutical companies. Let's face it, insurance companies are making a small fortune in our society. They should be regulated along with the pharmacutical companies in order to provide affordable coverage.

my elderly mother, and two grandchildren. Many, many
years ago I had to get government help - welfare and
food stamps because I lost a job by no fault of my own.
I only received this help for a short period of time
until I found other employment. At that time I was a
divorced mom with 4 small children. I receved no child
support and had no way to feed my kids. Believe me being
on welfare/foodstamps is no luxury but it was our
salvation at the time. For most people receiving
government help is not something they want to do but
instead something they have to do in order to feed their
children. Yes, there are some that abuse the system but
that's not the majority. I feel blessed and proud to help
those that do need government help by paying my taxes
and being able to contribute to this great country we
call America. Please remember times are tuff everywhere,
I have several family members who are out of work, not
because they are lazy but because they can not find a
job - and if you know how to get a job picking up trash
on the road I wish you would share that information for
those that would love to get any type of work.
Also, many people when having children can afford them
and do pay everything for their care but time does change
things. I don't look down on people that need government
help, I know a twist of fate could put me in their shoes
within weeks. I pray never to need government
assistance again but if I do I'm thankful to live in a
country that will not let my family go hungry.

You stand in judgment but I don't see any solution coming from either of you Repubs. Have you ever heard of "what comes around, goes around"? Becareful what you say, unless you can deal with the wrath that could return to bite you!

Our government is top heavy and until they curb their spending we are going to continue to go down hill as a society.
I agree that over time many people has abused the system as it exists and got free handouts that they never should have received. Remember during the last eight of those years, the Republicans were in charge for 6 of those 8.
Seems to me you are more a red necked bigot just hiding behind the banner “Republican”, for those I know in the Republican Party, they are conservative and have strong Christian values. I have seen none of that displayed by you. I pray that you do not have to eat your words.... if you lose your job and if you have a family, that you are able to get assistance if you need it. Until you find yourself in that position, please refrain from your ignorant loud mouthed uncaring spouting’s about them finding self-esteem by picking up trash... you should know, that is relegated to prisoners, since the liberals stopped the chain gang so many years ago. I find nothing self esteeming about being further humiliated by people in hard times that we are all in, picking up trash.
As for a solution, a real one, why not, since you have a job; offer to help get some of these people that are suffering, a job as where you work? That is if you do not fear that you may be terminated and replaced by them, due to them being a better worker than you are.
One other piece of solution, if you don’t attend Church please find one and go, so you will see all that you have screamed on here is not the “right” values of real American people, nor of a true Republican.

These folks you are talking about, if they have a disabled child should that child be euphemized because it would be a waste of government money to take care of that child or any other disabled person? Hey what about the elderly who are poor and have no insurance should they be put to sleep of just left with lack of care until they die?

We are a enabler society, you don't want to work, it's ok, the government will step in and take care of your kids for you, guess what I have no choice and you do not either.
But, to the person above that is having hard times and needs some temporary help for their children, take the help, and move on. It's not a sin to ask for help, but please do not depend on the system forever, like some. Obviously, with a college education, you have made some right choices and you should be able to move forward.
