As Madison County business owners and residents, we are embarrassed by the poor, outdated animal care and control standards that are compromising child and family safety, animal safety, and animal welfare daily in our community.
It was recently brought to our attention that Madison County’s Animal Control is in danger of being shut down as a result of proposed govermental budget cuts. Animal Control is grossly underfunded and understaffed (many are unaware that there is only one full-time, sworn-in officer for our entire county, encompassing Hull, Colbert, Comer, Danielsville, Ila, etc.).
Eliminating the Madison County Animal Control program would leave even more animals (particularly stray, ferile, diseased, injured, and even healthy, adoptable dogs, cats, puppies, and kittens) openly wandering the intersections and family yards of Madison County. Further, who will address local incidents involving animals? Our police officers are also spread very thin and cannot be expected to pick up the duties already assigned to animal control. Animal control must continue combating these problems if Madison County is to be considered a humane, responsible community, actively addressing our own safety and overpopulation issues.
We find ourselves as unofficial advocates of public safety, regularly needing to stop dangerous “too close” vehicle wrecks involving strays from injuring passengers and dogs in front of our stores. We also see too many pets wandering with and without collars on. We have personally picked up injured and dead dogs in the road.
Even more disturbing is the horrific awareness that felony dog fighting is rampant in residential areas, with little or no consequence to the people engaging in this violent illegal activity. Cats and dogs (both healthy pet quality, and ferile, rabid, sick) wander often into private backyards, attacking livestock and family pets who are properly cared for and are simply playing in their own yards.
Child safety is dangerously compromised each time an unfamiliar animal — whether someone else’s pet, or a wild animal — runs onto public or private property. Because of the unique position we are in to witness these problems routinely, we are writing to appeal to the entire Madison County community to help us create positive changes to keep our animals, adults, and children safe.
We invite Madison County residents to exercise renewed vigilance in keeping pets safely contained on owner property, properly vaccinated, and legally tagged on the collar to show rabies compliance and owner contact information, should the pet accidentally get loose. We also invite judicial and law enforcement personnel to vigorously support pet leash and rabies tag enforcement. Please join us in signing the animal action petition, advocating for greater enforcement power for animal control to implement laws and consequences for those unabiding citizens who continue to put their own animals, our animals, and our children at great risk.
We invite every Madison County resident who cares about animal and child safety to stop by our storefronts during regular business hours to sign the petition in favor of positive change. After all, these laws are already in place ...we are simply urging our community to uphold them, both on the private citizen and public servant levels.

The animal control dept. will remain for 2009, as reported (animal control keyword tag) on 11-28-09. I agree with the safety concerns and applaud your efforts in advocating/educating our community. However, this controversy does not go without merit. On several occasions, the Journal has reported on public concern & dissatisfaction with animal control. Many requests by Mr. Huff for additional staff, another computer, hire wages and more equipment have been granted. Requests and suggestions brought forth by the animal control board. A board with what I think is questionable policies. A local vet that serves to help(the help, I appreciate)however, appears to have a personal agenda that has gone so far as to cost you/us as taxpayers money that could have been better utilized. Citizen's experiences brought before the BOC meetings re: the unprofessional, inefficiency, inexperience & at times unwillingness of both Mr. Jack Huff & Mr. Andy McClendon (?sp, sorry)in doing there job. Some areas like Hull may be happy with the way it is but all MC taxpayers should somehow benefit since we're all paying for it. I believe the original intent was good but poorly executed. Maybe the cart was put before the horse on this one. I’m not saying there isn't a need but if it's this broke, fix it or trash it. With the current county budget crisis, I don’t think taking away from emergency services to fix animal control is responsible spending of taxpayer dollars.
Here's what will clear the air:
1. - The commissioners need to rescind Animal Control.
2. - Put Animal Control on a referendum for November 2010.
3. - Then we can vote. I'm sure it will pass with a large majority. Then the issue will be resolved once and for all.
Besides, how many children have been killed in this county by stray dogs? Answer: NONE. We're spending hundreds of thousands of dollars to address a problem that doesn't exist while other services (like schools, meals for seniors, EMS and Sheriff) are underfunded or being cut.
Animal control is just a false sense of security for paranoids. Think about that when you find your child covered with ants, or snakebit, dead in a car accident, drowned or drinking bleach. All of those things have happened countless times in Madison County But if your child is killed by the neighbor's dog, it will be the very first child every killed by a dog in Madison County's 200+ years!
Clearly you should have done some research before "coming here." Madison County is a rural, agricultural farming community. The people who tried to build subdivisions out here in the middle of nowhere have all gone broke, the houses are unsold and in foreclosure, and those that are hanging on are praying gas prices don't go up so they can still afford to drive to Athens or Atlanta to their job where they are about to be laid off. People trying to put little cites in the country not only lost their behinds, they, and the idiots who bought those houses far from where they work, are the people who have created the economic crisis. The crisis isn't really a crisis at all; it's just a correction as mother nature demonstrates to you people how unsustainable your foolishness is. If you did not want your children to be around animals, you should not have moved into the country. Go ahead, call animal control when you see a deer in rut in your yard, or a skunk about to spray, or fire ants get in your babies diaper and see what they say. Please record it and post it here so we can all have a good laugh.
Don't try to put the city in the middle of the country. No matter how many laws you pass and how much money you waste, it DOES NOT WORK.
So, the business names are relevant and kudos for printing the names of these businesses. They think catching dogs takes priority over our seniors having food to eat, well, I know where NOT to shop!
Since you know where not to shop , why not shop for Mom at Ingles, Kroger, WalMart ,etc. She probably made sacrifices and was there for you . Now it's YOUR turn .
