A leash law does exist and will be enforced, Mayor Paul Elkins noted.
“The leash law is applicable to the Hull, Ga. area,” he said. “Any loose animals are subject to being detained or … “The owner fined or picked up,” councilwoman Becky Elkins added.
Councilman Paul Cook, who lives in Hull’s Hidden Falls subdivision, said too many dogs roam off-leash in his neighborhood located off Glenn Carrie Road.
“In our subdivision, there’s a lot of loose animals running round all the time,” Cook said.
Cook said dogs run free from morning to afternoon and sometimes night.
Neighbors need to respect the leash law, he said, noting that three dogs mauled a 13-year-old in Athens Friday in Athens.
The councilman said he doesn’t think many Hull residents know a leash law exists and wanted to spread the word.
“It’s for the safety of the residents,” Cook said. “It’s for the safety of the dogs, also. You don’t want the dog to get hit by a car.”
Littering an eyesore on Hull connector
Glenn Carrie Road — which connects Hwy. 72 to Hwy. 29 in Hull — has become a dumping ground for litterbugs.
Councilman Paul Cook brought up the road when discussing trash pick-up in town.
“Glenn Carrie – its hard to keep up, but it’s pretty bad,” Cook said.
Amazingly, the right side stays clean, Cook said, but the side with the houses seems to be the target.
The city has ways of combating littering on its streets.
Community-service workers, put to work by the county probate office, have picked up some trash in the city. And the landscaping company Hull contracts with, collects trash before mowing.
But littering continues, nonetheless.
Mayor Paul Elkins expressed frustration with those who continue to deposit trash on the side of Hull roads and not at their homes.
“People have this strange belief that they cannot take a piece of trash home and put it in a can,” Elkins said. “It goes out the window.”

My backyard doesn't have trash in it. Maybe you and these other idiots could read a little on what goes on in the county. Each city has it's own governing body. The county and it's departments do not have every thing to do with what goes wrong in your life.
Stop blaming the government and start taking some responsibilty for yourself. You have a voice and vote, you should have used it a little better last November.
