Madison County commissioners opened 2012 budget talks Monday, knowing they have some whittling ahead.
While proposed expenses remain steady, projected revenues are down — exactly how much has yet to be determined. Early estimates were $1 million, but officials said this week that the revenue shortfall may not be that bad.
This year’s county government budget is $14.1 million. Department heads have submitted their requests for 2012. And the proposed budget expenses for next year are comparable to this year’s total.
Trouble is, the digest — or overall county property value is projected to drop — and the same tax rate this year won’t generate as much tax money as last year. That means a $14.1 million budget in 2012 would require a higher tax rate.
So, does that mean county commissioners will raise taxes?
Well, don’t count on it.
BOC chairman Anthony Dove said Monday he doesn’t believe anyone at the commissioners’ table is in favor of such a move. Instead, county commissioners intend to cut more money from the proposed budget. And the group could also consider using reserve funds to balance a portion of the 2012 revenue shortfall.
“We’ll probably have to do a little of both,” said Dove, referring to expense cuts and use of reserves.
Dove said the county projects a $5 million fund balance at the end of 2011.
“Fortunately, because of the moves we’ve made in the past few years, we’ve built up enough cash reserves where we’re in good enough shape to look at all options.”
Commissioners know that the county will have to foot some increased health insurance expenses in 2012. While those increases were initially projected at 22 percent, the county is now looking at plans that will raise expenses by seven to 10 percent.
County commissioners must also relocate the Fine Finish facility on Hwy. 98, a matter that will certainly weigh significantly in budget talks. That building was constructed on top of an old landfill and the front portion of the building is sinking. The BOC has met in closed session several times in recent weeks to discuss a property acquisition for the facility. Dove said the board is down to two potential properties, one of which would involve an existing facility, with the other involving construction of a new building for Fine Finish. Dove said he expects the BOC to reach a decision soon.
The chairman said recently that the digest will be down by a projected nine to 10 percent. But he touched on that again Monday, noting that the digest hit might be a little less severe than that. He said that while residential values are down by roughly $28.5 million, the digest drop will be offset by some other factors, such as greater agricultural values, which are up $9 million.
“It (the digest) might not be quite as bad as it first looked,” said Dove.
Commissioners don’t know exactly how much they’ll have to cut for 2012, but the group is meeting this week with department heads to discuss their needs.
Dove said budget making is not an exact science, but an educated attempt at fiscal responsibility.
“A budget is a responsible guess about what is coming in the next year,” said Dove.
UPDATE: The next BOC budget meeting is set for 4:30 p.m., Thursday, May 26, in the BOC meeting room at the county government complex.
Read in MC newspaper I bought this weekend where county school lunches this summer no matter family income due to hard times. I agree with that.
Special assessments need to be investigated. I would start with conservation tax break issue. One BOC should be understanding of this BOA issue at least in my limited view. If we do not do this now and economy good into further deeper recession tax digest will be lower and much lower. If farmers do not get up in arms over this you and rest of us will face a consumption tax with the argument it gets the so call underground or non reported income issues. NOPE what it gets is those that take special tax assessment breaks ( gets some tax revenue from them ) and do not deserve but ALSO get the REST of us (sameoldsong farmer I read you post and hope you see my point.
Dove is a good man. He also needs to look at county employee salaries and see if their are over paid employess in various areas. Pethel want to start once with animal control and maybe good place to start.

Consumption tax new to me but wife explained. Way to get "underground economy". This so call farming tax that some of my friends even harping on if being used not correctly and if I were a farmer I would get riled up and report those that pretend to be doing something in AG business and not is making true AG people look bad to the rest of us. You may say not but in time if you sit back and do nothing they will come for you other tax breaks or crop insurance support programs.
BOC Dove there are also county employee's who need to have their salary looked at as others have noted.

It is making true agricultural people look bad to the rest of us."
If I've got it right, I very much agree that everybody should be doing the right and fair thing here. If they are not, they should be made to do so. I still have not been informed by those who are concerned as to what this is all about and no one seems to be willing (or able) to explain it here.
Times are tough. The taxpayers don't have the money. Like it or not, the taxpayers ARE the county, and like it or not, we HAVE to make these necessary cuts. Be glad they weren't made 2 years ago like they should have been. You already got 2 years of extra salary you wouldn't have gotten in other counties, and in any private business you would have already been laid off and not even HAVE a job!
All I have ever been concerned about is getting the job done; no one has to stand over me to direct everything I do all day long. If I have to work all day and all the following night to meet my promised deadline, that is exactly what I do and have done many, many times. I worked literally 16/7 for 6 years straight to build my business. Try finding an individual health insurance policy, much less one that is affordable!
I have very little work now and I certainly can't draw unemployment compensation for two years like a whole lot of people have done on my tax dollars. My savings have run out, I had to sell my house, cancel health insurance, downsize everything. I can get along O.K. now that I am completely and totally debt free. This is how responsible people keep from being a drag on government funds. I don't need anyone to hold my hand.

I'm sure there are lots of ways to trim the budget. Maybe consider offering early retirement packages like the Oconee County Commissioners did,and are considering again.
Be bold.
