Winterville man charged with aggravated assault
A Winterville man was charged with aggravated assault recently after allegedly forcing his ex-wife’s vehicle off the road, then threw a large rock through the passenger side of her vehicle before knocking down a male passenger and kicking him in the face.
Scott Erskine Hoopaugh, 37, 1273 Walter Sams Road, Winterville, faces charges of aggravated assault (family violence), aggravated assault and criminal damage to property.
According to a report from the Madison County Sheriff’s Office, Hoopaugh’s ex-wife reported that her ex-husband had been sending her threatening text messages May 15. She said her ex-husband got behind her in the area of Hwy. 29 and Irvin Kirk Road and rammed his car into the back of hers. He then came around her car and forced her off the road. One of her tires busted. Hoopaugh then allegedly got out of his vehicle and began beating on the car and windows and yelling threats. He then went into a ditch and picked up a large rock, throwing it through the passenger side of the Toyota.
The passenger in the Toyota then got out of the vehicle. Hoopaugh then reportedly knocked down the man and kicked him in the face. Hoopaugh then got back into his vehicle and left.
Two witnesses backed up the statements of the ex-wife and passenger. The damage to the Toyota was over $500.
In another incident, an Elberton woman was charged with theft by taking after allegedly stealing her ex-husband’s vehicle.
According to an incident report from the Madison County Sheriff’s Office, a Double Branch Road man called the sheriff’s office to report that his ex-wife spent the night with him, then left his residence the next morning in his 2000 Chrysler PT Cruiser.
Melissa Joy Ballenger, 43, 1651 Lexington Hwy., Elberton, was charged with theft by taking.
Other incidents investigated by the Madison County Sheriff’s Department include:
•A woman on Diamond Hill Neese Road reported four gold rings stolen from her jewelry box.
•A man reported an accident with a deer on Wildcat Bridge Road about five miles from the Franklin County line.
•A Fox Bridge Lane man reported nine fraudulent charges on his debit card, all coming from California and Nevada.
•Theft by taking was reported at the Dollar General on Glenn Carrie Road after a woman reportedly stole a box of band aids.
•A woman who has a temporary protective order (TPO) on her son reported that her son sent a text message to both she and her daughter, who is also covered by the TPO.
•A man reported a fence charger and some wire stolen from a business on Serenity Lane.
•A Rogers Mill Road man reported that a golf cart was stolen from his chicken house and recovered by Clarke County police.
•A woman on Wesley Chapel Road reported that her neighbor brought her mail to her and was told that the mail was found approximately 50 to 60 yards west of her mailbox. Several pieces of mail had been “rummaged through.”
•A woman reported that her ex-boyfriend and child’s father confronted her in the Ingles parking lot, calling her a @#$%%^ and threatening to “whip her !#@” and “kill” both she and her mother. The woman was holding her 2-year-old child while the threats were made.
•A man asked another man if he was ready for his “#$@ whooping” on Fred McElreath Road. The man said the man who threatened him is now dating his ex-girlfriend.
•A drivers’ safety checkpoint was held May 11 at 5:30 p.m. at Jotem Down Road and Blacks Creek Church Road. One arrest was made on a warrant from Banks County.
•Two juvenile males were charged with disruption of a public school and affray after they got into a fight at Madison County High School.
•A couple on Spratlin Mill Road reported fraudulent charges made on a business checking account card.
•A man on Rogers Church Road reported a burglary. He showed an officer where the back door had been pried open. A family portrait was missing. The alleged burglar placed five pictures of herself to the dresser mirror and replaced a picture of the man’s wife with her face taped in place of the wife. The master bathroom’s three mirrors had obscenities written in black. The man, who said he is going through a divorce, said the alleged burglar, whom he had befriended for friendship only, had asked for a pair of his wife’s shoes and he told her that no, they belonged to his wife. The shoes were gone and a flip flop, which did not belong to his wife, was left on top of the shoe rack. The shoe was taken in as evidence.
•A woman was stopped on Old Elbert Road at Charlie Bolton Road for a broken tail light. Five passengers were in the car, including an infant. The officer observed an open can of Icehouse beer in the front passenger seat floorboard. The driver said the can was old and that she collects cans. The officer detected the smell of marijuana. Kenneth Donald Cooper, 53, who had a baggie of green leafy material in his left front pants pocket, was issued a citation for possession of marijuana less than an ounce and possession of open alcohol container. Michael Wooten, 48, was also issued citations for the same charges. The driver of the vehicle was given a verbal warning on the equipment violation. The baggie of green leafy material was taken as evidence and the vehicle and occupants were “released on scene,” the report stated.
•Officers were called to a domestic dispute on Poss Road. When an officer asked one of the residents how many times the law had been called to the residence for the same problems, the man said “thirty three times and this made thirty four.”
•A Madison County Middle School student was given juvenile charges of disrupting public school.
•A traffic safety checkpoint was conducted at Hardman Morris Road and Forest Lane at 4 p.m. May 16. A vehicle approached and then suddenly turned onto Swamp Guinea Road. Ryan Wesley Porterfield, 43, homeless was placed under arrest on multiple charges (see arrest report).
•A case of financial identity fraud was reported on Amberly Drive. A person had a $1,393 phone bill taken in their name, though they didn’t open the account.
•A man reported a case of fraud when he received a text from a telephone number stating that his credit card had been deactivated and that he needed to call another number and provide his card information to reactivate it.
•A woman reported that her 18-month-old great granddaughter may have been abused by the mother’s boyfriend.
• A Jack Sharp Road woman reported that she and her live-in boyfriend were drinking and got into an argument that “made him go into a rage.” The man went through the house breaking things, including a mirror in her room. The mirror was about three feet tall and had blood on it. There was also blood on the floor in various spots. The complainant stated that her boyfriend had cut himself on the mirror. She said she didn’t want to press charges.
